“制度化、规范化、程序化”如何翻译

在中国的政治性文件中，经常出现“制度化、规范化、程序化”这样的字眼。如何用英语准确地翻译呢？初学者通常会译成“institutionalization, standardization and routinization”，就像“现代化”通常译为“modernization”一样。但实际上，这三个并列名词传递的仍是一个很模糊的概念。

在中国翻译协会对外传播翻译委员会发布的中译英研讨会讨论词汇选登中，“制度化、规范化、程序化是社会主义民主政治的根本保障”，译文是“socialist democracy can be fundamentally guaranteed through improved institutions, rules and regulations, and well-defined procedures”。这种译法意思表达准确，但稍嫌累赘。

习近平在党的十九大上的报告中指出，“要长期坚持、不断发展我国社会主义民主政治，积极稳妥推进政治体制改革，推进社会主义民主政治制度化、规范化、程序化”。外文出版社的译文是“we must uphold long term and steadily strengthen China’s socialist democracy, make active and prudent efforts to advance the reform of the political system, and improve the institutions, standards, and procedures of socialist democracy”。比较而言，这不失为一种准确和简洁的表达方式。
